The athlete, the past champion, had failed in his last six championship matches, comprising in the German tournament previously this season.
His counter-punching approach and regular emotional displays on the playing surface had caused observers to doubt if his ability to compete at the highest level was concluded.
However the player has altered his approach in the last few weeks, making an effort to come to the net and compete positively, backed up by an improved service.
Medvedev recovered from a disadvantage in the initial set against the tricky opponent, securing four of the concluding five points to gain the advantage.
The competitors traded breaks in the second set before Moutet, striving for his maiden tour victory, gained dominance to create a third set.
